\近日,在公司领导和产品认证人员的悉心努力以及各部门强有力的协调工作下,我公司两大系列、二十个不同规格型号的产品通过欧盟CE检测通过并获得认证证书。这标志我公司现有所有产品都具备出口欧盟各国的“资格”和具备安全性要求的“资质”;同时,2010年之后开发的二十几款新型号产品获得走向国际市场、特别是欧美高端市场的通行证。
 
为了树立社会责任、健康、环保的企业形象,以赢得消费者的信赖,增加企业在国际国内市场的竞争力,本公司顺应国际、国内两个市场的需要,技术创新、产品开发工作持续推进,产品结构不断调整。顺利完成的CE认证证书涵盖:汽车DVD导航(CAR DVD PLAYER),液晶显示器(LCD MONITOR)。该证书对内成为控制、设计、制造、保证产品安全性能的重要基准;对外,作为投标、申报项目、突破国际间“贸易壁垒”的有效通行证,将进一步起到适应、促进公司经营业绩提升的作用。

什么是CE认证:

“CE”标志是一种安全认证标志,被视为制造商打开并进入欧洲市场的护照。CE代表欧洲统一 CE认证的logo (CONFORMITE EUROPEENNE)。凡是贴有“CE”标志的产品就可在欧盟各成员国内销售,无须符合每个成员国的要求,从而实现了商品在欧盟成员国范围内的自由流通。   在欧盟市场“CE”标志属强制性认证标志,不论是欧盟内部企业生产的产品,还是其他国家生产的产品,要想在欧盟市场上自由流通,就必须加贴“CE”标志,以表明产品符合欧盟《技术协调与标准化新方法》指令的基本要求。这是欧盟法律对产品提出的一种强制性要求。必须由总部位于欧盟成员国的认证机构才可以签发证书。自80年代末以来,已有一批外资认证机构进驻中国。

申请CE认证的必要性

CE认证,为各国产品在欧洲市场进行贸易提供了统一的技术规范,简化了贸易程序。任何国家的产品要进入欧盟、欧洲自由贸易区必须进行CE认证,在产品上加贴CE标志。因此CE认证是产品进入欧盟及欧洲贸易自由区国家市场的通行证。CE认证表示产品已经达到了欧盟指令规定的安全要求;是企业对消费者的一种承诺,增加了消费者对产品的信任程度;贴有CE标志的产品将降低在欧洲市场上销售的风险。这些风险包括:

●被海关扣留和查处的风险;
●被市场监督机构查处的风险;
●被同行出于竞争目的的指控风险。


申请CE认证的好处

●欧盟的法律、法规和协调标准不仅数量多,而且内容十分复杂,因此取得欧盟指定机构帮助是一个既省时、省力,又可减少风险的明智之举;
● 获得由欧盟指定机构的CE认证证书,可以最大程度地获取消费者和市场监督机构的信任;
● 能有效地预防那些不负责任的指控情况的出现;
●在面临诉讼的情况下,欧盟指定机构的CE认证证书,将成为具有法律效力的技术证据;
● 一旦遭到欧盟国家的处罚,认证机构将与企业共同承担风险,因此降低了企业的风险。

CE marks

Existing in its present form since 1993, the CE marking is a key indicator of a product’s compliance with EU legislation and enables the free movement of products within the European market. By affixing the CE marking on a product, a manufacturer is declaring, on her sole responsibility, conformity with all of the legal requirements to achieve CE marking and therefore ensuring validity for that product to be sold throughout the European Economic Area. This also applies to products made in third countries which are sold in the EEA.[1]

CE marking does not indicate that a product was made in the EEA,[2] but merely states that the product is assessed before being placed on the market and thus satisfies the legislative requirements (e.g. a harmonised level of safety) to be sold there. It means that the manufacturer has verified that the product complies with all relevant “essential requirements” (e.g. safety, health, environmental protection requirements) of the applicable directive(s) – or, if stipulated in the directive(s), had it examined by a notified conformity assessment body.

However, not all products must bear the CE marking. Only those product categories subject to specific directives that provide for the CE marking are required to be CE marked. CE marked products are bought not only by professionals (e.g. medical devices, lifts, machinery and measuring equipment) but also by consumers (toys, PCs, mobile phones and light bulbs).

Countries requiring the CE marking

The CE marking is mandatory for certain product groups in the European Economic Area (EEA), consisting of the 27 Member States of the EU and EFTA countries Iceland, Norway and Liechtenstein. It is also obligatory for all products made in third countries (non-member states) which are sold in the EEA. In that case, the importer has to make sure that the manufacturer outside the EU has taken the necessary steps that allow her to affix the CE marking.[3]

It is still not required within the member countries of the Central European Free Trade Agreement (CEFTA), although some of them (Republic of Macedonia, Croatia, Serbia, Montenegro) are official candidates for membership to the European Union, and are already adopting many of its standards within their legislation (like most of the former Central European countries that were members of CEFTA before joining the EU).
